Privately owned Public Spaces (POPS)
Privately owned public spaces (POPS) are publicly accessible open spaces that remain under private ownership and are managed and maintained by private stakeholders. Using three squares in Winterthur – Katharina-Sulzer-Platz, Lagerplatz and Dialogplatz – as case studies, the emergence of such spatial constellations is examined. The analysis considers the planning, legal and urban development frameworks within which these spaces were realised, and critically reflects on their qualities and limitations in relation to the preservation and transformation of urban publicness in a European context.
